The request for recounts was not done in the manner requested. It was asked to have humans count the paper ballots to see if they match the electronic results. This was not done. No human election officials counted the paper ballots. Therefore, we do not know if the actual paper ballots cast match the computer-generated results.

Stating that machine counting is the most reliable is naive and made under the assumption that the machines are impenetrable to manipulation. The paper ballots provide your double check.  

Hence Mr. Romberg’s column has not re-assured, rather left us with the same unanswered questions.  

Law changes limiting the recount margin to 3-5% means a box stuffer just has to make sure they stuff more than 3-5%, then qualify for immunity!
